hoover solicitor and peddler permit

Please be advised that the City of Hoover has an ordinance that governs door-to-door solicitation.  In order to conduct this type of business, you MUST apply for and obtain the Hoover Solicitor & Peddler permit.  Failure to do may result in you receiving one or more citations, and a REQUIRED court appearance.  You may also be subject to fines.  If you are issued citation(s), and you fail to appear in court, warrant(s) will then be issued for your arrest (Failure to Appear in court, F.T.A).

Sec. 8-402. – Permit Required

Persons engaging in peddling and/or solicitation activities within the City must secure a permit from the department before engaging in such activities within the city.

It shall be unlawful for any person who is not the holder of a valid and unexpired permit issued by the department pursuant to this article, to engage in peddling or solicitation activities within the city.

Sec. 8-407. – Permit Exhibition Required

Every person required to obtain a permit under the provisions of this article shall exhibit the permit when requested to do so by any prospective customer, citizen, or city employee.

Sec. 8-408. – Permit Transfer Prohibited

It shall be unlawful for any person other than the permittee to use a permit or wear any identification badge issued pursuant to the provisions of this article for the purposes of solicitation and/or peddling within the city.

Sec. 8-410. – Permit Solicitation Hours

No person, while conducting the activities of a peddler or solicitor, shall enter upon any private property, knock on doors, or otherwise disturb persons in their residences between the hours of 6:00 p.m. or sundown, whichever is earliest, and 9:00 a.m. Further, no peddling or soliciting may occur on Sundays.

Sec. 8-409. – Entry Upon Posted Premises

It shall be unlawful for any person while conducting the business of a canvasser, peddler, or solicitor, to enter upon any residential premises in the city where the owner, occupant, or person legally in charge of the premises has posted, at the entry to the premises or at the entry to the principal building on the premises (including at the entry of a subdivision, apartment complex, or similar areas), a sign bearing the words “No Peddlers,” “No Solicitors,” or words of similar restriction.

Each violation is a court required offense and the Judge will set fine between $1.00 – $500.00 as outlined in Section 1-5 of the Hoover City Code.   You will also be required to pay court costs.
