In 2016 Shelby County leaders and City leaders all came together to address the realization that we must take a proactive approach to the increasing trend of substance abuse and addiction among our students and young adults, as well as equip our families to respond to their loved one facing these challenges. Compact is a unique approach that is the first of its kind. This project is directed by the Shelby County District Attorney, the County Manager and the Shelby County Sheriff. The Compact team is accountable to a Governance Board consisting of leadership from all four school systems, our participating municipalities, and specialized partners such as Central Alabama Wellness.

What Does Compact Do?

Compact utilizes career law enforcement officers, who are specialized investigators, in an attempt to gather information from school resource officers, coaches, teachers, parents, community leaders, etc. in hopes of identifying students and young adults who are at risk of substance abuse and addiction or already involved.

Our investigators then compile actionable intelligence, NOT FOR AN ARREST, but to schedule a meeting with parents. Our investigators share the information with parents and then connect the parents with proven resources to help address this challenge.

Some of those resources may include:

  • Other families who have been through this challenge and willing to work with them and answer questions
  • Faith leaders from the community who have volunteered to help
  • Family counseling services
  • Specialized mental health and substance abuse services such as Central Alabama Wellness

Most importantly, our investigators tell the student’s parents.

Compact employs a dynamic approach, seamlessly integrating Prevention, Intervention, and Education strategies to effectively combat juvenile substance misuse. Our comprehensive initiatives include:

  1. Targeted Interventions: Skillfully designed interventions to combat substance misuse, address specific behavioral issues, and provide support to at-risk youth.
  2. Educational Outreach: Engaging and informative presentations tailored for schools, community members, and organizations. Topics range from Current Drug Trends and Social Media/Technology to Sexting awareness.
  3. Specialized Training Programs:
    • Botvin Life Skills Training: Equipping youth with essential life skills for a resilient and healthy future.
    • Vaping Education & Cessation Classes: Comprehensive programs to raise awareness and promote cessation.
  1. Youth Mentoring: Fostering positive relationships by actively mentoring youth within both school and community settings.
  2. Community Empowerment: Collaborating in the development and support of community prevention teams. Together, we address specific issues and raise awareness, fostering a proactive approach to substance misuse prevention.
