Suspect Arrested fifth time for exposing himself

On Friday, February 3rd, Hoover officers responded to a report of an unknown male who had exposed his genitals to a female shopper inside Michael’s craft store. On Monday, February 6th, the same individual exposed himself to a female shopper inside the At Home store at The Grove. Patrol officers were able to gather enough information to determine the suspect’s identity.

Two separate arrest warrants were obtained on Monday, February 13th and Tuesday, February 14th. Alabama’s Indecent Exposure statute has a provision that allows this crime to be upgraded to a felony after a 3rd or subsequent conviction for the same offense. This individual has three prior convictions for “Indecent Exposure”. Alabama law defines Indecent Exposure as:

"….with intent to arouse or gratify sexual desire of himself or of any person other than his spouse, he exposes his genitals under circumstances in which he knows his conduct is likely to cause affront or alarm in any public place…."

Hoover officers arrested Copeland on 02/14/2017 around 9:00 a.m. at his residence in Pelham. He was transported to the Hoover City jail and then transferred to the Jefferson County jail in Birmingham. He is charged as follows:
